Local considerations
Richmond’s storm-window administrative guidance does not authorize replacing original windows. A two-layer opening sheet lets the homeowner show the retained historic unit and proposed storm unit separately for the appropriate review.
The two-layer sheet preserves the distinction between an added storm unit and the original window. It uses Richmond’s specific administrative scope to prevent a replacement project from being mislabeled as a storm-window addition.
Explore the national planning guideDefine which window is changing
Richmond’s exterior storm-window guidance provides a staff-review route for eligible applications but excludes replacement of original windows and new openings from that authorization. Make the retained original window and the proposed added unit separate entries in your project.
Confirm the property’s review setting
Verify City of Richmond jurisdiction and whether the property is in an applicable Old and Historic District. Ask preservation staff to confirm the review route for the actual proposal. Photograph existing windows from safe locations and gather information on the proposed storm units. Describe any repair to original sash or frames separately so it does not become an unexamined part of a storm-window application.
Prepare a two-layer window sheet
For each opening, record the original window configuration, proposed storm-unit configuration, finish, and the attachment approach your installer proposes. Include a labeled photograph and product sheet. Ask the installer to show what original features remain visible and how normal operation is preserved. Leave technical and preservation eligibility to the project team. If the supplier substitutes a different unit, update the sheet before assuming the prior review applies to the new appearance.
Compare preservation and project scope together
Ask for original-window repairs, storm units, installation, and finishing to be identified separately in the quote. Keep the actual review decision with the final product order. This guide does not guarantee administrative approval or suggest that adding a storm unit authorizes replacement of the underlying window. The national window calculator is a broad planning reference and does not quote this specialized project. Use the two-layer record to obtain a complete, property-specific proposal and resolve any review questions before purchase.
